Project Description

The risk of long-term unemployment and the risk of permanent inactivity are generally higher for individuals in groups with structurally low labour market participation. The Draft Joint Employment Report from the European Commission points out that in several member states are positive measures in place to support those furthest from the labour market. However, setting up the right incentives for these specific groups in order to get employment seems to be especially difficult.

The project Age – Work – Balance which will commence in October 2011 (duration: 18 months) wants to find out what constitutes an innovative measure in order to integrate older long-term unemployed in metropolitan areas into sustainable employment.

The project is based on the assumption that an innovative approach alone will not be sufficient to achieve the goal to bring the older long-term unemployed into sustainable employment. There are additional variables which are playing a decisive role in making a project successful. But how strong or how weak is the influence of the other variables?

Within the planned project we decided to concentrate on the variable “network – structure”.The objective is, to find out the best balanced relationship between a particular approach and the network – structure for a successful integration of the target group into the labour market in order to implement the transferable results into a mainstream strategy.

The results of these activities will be used in order to design a mainstream strategy.

Expected results are:

  • Strategy paper
  • Development of a model which allows to build up pilot projects
  • Recommendations for policy-makers and guidelines for transfer

In order to reach this goal 7 existing measures will be analysed
